Since 2013, the MVP has been developing a cadre of agriculture extension officer and Lead Farmers (LF) in the Millennium Villages. The Lead Farmer Program (LFP) brings extension services to the farm gate while creating linkages to value chain actors and facilitating access to agricultural finance. Millennium Promise and its collaborators are seeking to take the Lead Farmer Program to scale after 2015.

The LFP becomes operational when the following five components come together:

    • Secure secondment of government agricultural extension agents (AEAs)

    • Elect Lead Farmers (LF) — exemplary and innovative farmers within the community – to oversee groups of 30 farmers

    • Identify areas of farm performance improvement

    • Develop a smartphone-based performance management system

    • Identify potential revenue sources to sustain the program

The LFP follows lessons learned and recommendations from the MVP in terms of personnel, qualifications and remuneration. Millennium Promise encourages its Site Teams to negotiate with district governments for personnel contracts to be issued by the district, even if additional financial support must be facilitated by SDP for salary payments for these cadres. Their roles, responsibilities, remuneration package, and supervisory and reporting lines should be clarified and agreed upon with district administrations.
